Many businesses not ready for phase out of Canada's penny ...

OTTAWA ? The penny is about to drop? ? with many businesses unprepared and the federal government having only limited success informing Canadians of the looming change to, well, change.

The one-cent coin?s final days of widespread use are drawing near. The Royal Canadian Mint will stop distributing pennies to financial institutions on Feb. 4 ? the same day businesses are encouraged to begin rounding cash transactions to the nearest five-cent increment in a ?fair and transparent manner.?

For example, a transaction totalling $1.02 would round down to $1, but a purchase of $1.03 would round up to $1.05, while $1.07 would round down to $1.05 and a purchase of $1.08 would round up to $1.10.

Transactions paid with cheques, credit cards and debit cards will continue to be settled to the cent. The GST and HST will be calculated on the pre-tax price, not the rounded price.

Canadians who hoard their pennies will still, however, be able to use pennies indefinitely to pay for purchases.

While the transition date is just days away, many small businesses are clearly not ready for the penny?s phase-out. Managers and business owners at a number of merchants in the national capital offered blank stares when asked about it. Other shop owners simply shrugged their shoulders.

?We?re not prepared in the least,? said Judy Mance, manager of Kameleon PopShop in Ottawa, a store specializing in jewelry and women?s fashion.

Mance said she has heard bits and pieces about the penny being phased out, but was unfamiliar with the Feb. 4 transition date or the specifics of when to round up or down.

She noted the family business ? located a block from Parliament Hill ? hasn?t received any notification from the federal government about the transition.

Nevertheless, she said the business is just as happy to round up or down for customers to avoid having to hand out pennies, something she said the store has regularly done for some time.

?Our small change has been devalued because it doesn?t buy much,? she added. ?I find people don?t even count their change anyway.?

The Conservative government announced in last March?s federal budget it was ending production of the penny because it actually cost 1.6 cents to mint each of the one-cent coins, due to rising metal, labour and other manufacturing costs.

Ottawa says that stamping out the penny for good also will save taxpayers around $11 million a year.

To help retailers, charities and consumers, the federal government has created a web portal on the Finance Canada website, including downloadable signage that can be displayed in-store.

The Mint has also launched a social media campaign on Facebook and Twitter to alert Canadians about the transition date. As well, approximately 225,000 printed flyers were placed in Canada Post outlets across the country explaining the changes.

A series of print, radio, television and online ads have begun to appear across Canada, and will circulate until the end of March.

Canadian Federation of Independent Business (CFIB) president Dan Kelly said a number of his members aren?t prepared for the transition away from the penny.

?Business awareness is low,? Kelly acknowledged, explaining many business owners likely won?t realize the change until they go to the bank and can no longer get rolls of pennies. ?There certainly will be a few transitional hiccups.?

The primary concern for business owners, he said, is consumers unaware of? the rounding off changes may think store employees are trying to cheat them out of a few pennies.

At Canada?s Four Corners, a crafts and souvenir shop in downtown Ottawa, manager Reza Ghaffari said the penny phase-out ?is not a big deal.? He would like to see the government also eliminate the nickel and round cash transactions to the nearest zero.

?I think it should average itself out during the day,? Ghaffari said.

Ian Kimmerly, owner of a stamp shop bearing his name, said Friday his business hasn?t done anything to prepare for the transition, nor is he in a hurry to do so. He said his business will continue to provide pennies, as long as they have them on hand, to customers who want them.

?We have a lot of older customers who remember when a penny was worth something. For those customers, we?ll be happy to give (pennies) to them,? he said.

Many consumers may not even notice the change. A majority of retail and hospitality purchases are paid by credit card (35 per cent) and debit card (27 per cent), according to data from the CFIB, which represents 109,000 small and medium-sized businesses in Canada.

Only 19 per cent of retail and hospitality transactions are paid by cash, with 15 per cent by cheque, says the CFIB.

Karen Proud, a vice-president at the Retail Council of Canada which represents about 45,000 stores,? figures approximately half of the businesses are ready for the change.

It will also take time for consumers to adjust, she said, as shoppers receive less or more change than they were expecting.

?In the short term, there is going to be a bit of confusion,? she said.

Along with the rising costs to stamp the penny coin, the government said ending the penny?s production was necessary because Canadians are indifferent to the coin and that it has retained only one-twentieth of its original purchasing power.

Billions of Canadian pennies remain either in circulation, stashed in piggy banks or lining drawers of homes across the country. It will take years to completely remove the coin from circulation.

?To ensure the transition is as smooth as possible and as smooth as in other countries, we?re undertaking a national public awareness campaign to help inform small businesses, retailers, charities, and consumers about how rounding will work,? Shelly Glover, parliamentary secretary to Finance Minister Jim Flaherty, said Friday in a statement.

Ravens upset Patriots 28-13 to reach Super Bowl

(AP) ? Oh, brother!

John Harbaugh and his Baltimore Ravens set up a family reunion at the Super Bowl, shutting down the New England Patriots 28-13 Sunday in the AFC championship game.

The Ravens reached their first Super Bowl in 12 years, thanks to three touchdown passes from Joe Flacco and a defense led by Ray Lewis that made Tom Brady look downright ordinary.

Next up for Harbaugh and the Ravens is younger brother Jim and the San Francisco 49ers, who beat Atlanta 28-24 earlier in the day for the NFC title.

"I don't know if we had a dream this big," John Harbaugh said. "We had a few dreams, we had a few fights, we had a few arguments ? just like all brothers."

They'll meet in two weeks in New Orleans ? what a place for a party to celebrate the first brother-vs.-brother coaching matchup in Super Bowl history.

It also will be quite a last game for Lewis, the emotional linebacker who will retire after the matchup with the 49ers, who opened as a 5-point favorite.

"This is our time. This is our time," said Lewis, who made 14 tackles Sunday and has 44 in three postseason games after missing 10 weeks with a torn right triceps.

Driven by Lewis' pending departure from the NFL, Baltimore's defense stepped up in the playoffs. Brady was 67-0 at home when leading at halftime, but this was no contest in the second half.

"We've lost before. It takes a while to get over," Brady said.

It also was a first for the Patriots, who hadn't lost an AFC championship at home.

After they had avenged last year's AFC title game loss at Gillette Stadium, many of the Ravens gathered on the field jumping, chest-bumping and whooping before several thousand fans wearing Ravens jerseys ? mostly Lewis' No. 52 ? who remained in the stands.

As in the previous two playoff wins against Indianapolis and Denver, the Ravens (13-6) were brilliant offensively in spots. This might be 17-year-veteran Lewis' team, but it's also Flacco's, and the quarterback's six road wins are the most in playoff history.

"It was pretty awesome," said Flacco, who has eight touchdown passes and no interceptions in the playoffs. "We were here last year and thought we had it, but came up a little short. Guys came out in the second half and made plays. ... We put pressure on them like that, and it worked pretty well."

Flacco, whose contract ends after the Super Bowl, is the only quarterback to win a playoff game in each of his first five seasons. He was dynamic with his arm and precise with his decision making. Looking much more the championship passer than Brady did, his throws of 11 and 3 yards to Anquan Boldin and 5 to Dennis Pitta all were perfect.

The touchdown by Pitta capped the Ravens' best drive of the game, covering 87 yards in 10 plays and made it 14-13. It started with a 15-yard defensive pass interference penalty, and it was an indication of things to come.

"We've always believed in Joe," Harbaugh said. "And for Joe to come out and to have this kind of a game and this kind of a stage three weeks in a row ..."

New England (13-5) lost a home AFC title matchup for the first time in five games. The loss denied Brady and coach Bill Belichick a shot at their sixth Super Bowl. They've gone 3-2, losing their last two times in the big game.

Instead, it's the AFC North champion Ravens heading to the Big Easy, seeking their second NFL championship. San Francisco has won five.

"All these men out there, there might just be only five of us up here, but every man out there sacrificed this year for each other," Lewis said during the trophy ceremony. "And man, we did it and we're on our way to the Super Bowl. That's awesome."

The Ravens have gotten there the hard way, with no postseason bye. Then again, five of the last seven Super Bowl champions took that route.

The Ravens also were pushed into a second overtime in frigid Denver last weekend before eliminating Peyton Manning and the top-seeded Broncos.

And now they've cast aside the league's most successful franchise of the last dozen years.

"I'd probably say we came up a little short in every area," Belichick said.

New England, which hasn't won a Super Bowl since the 2004 season, had four injuries, the scariest when running back Stevan Ridley was knocked flat by Bernard Pollard in the fourth quarter, forcing a fumble. Baltimore turned that into the final touchdown, on the only short scoring drive it had, 47 yards.

The Ravens gained just 130 yards in the first half.

Brady guided a 13-play drive to Stephen Gostkowski's 31-yard field goal for a 3-0 lead. Neither defense yielded a big play, and punters Zoltan Mesko and Sam Koch were the busiest guys on the field.

That changed when the teams switched sides for the second quarter. Baltimore again was pinned deep, at its 10, but Flacco led a 13-play drive. Ray Rice, whose 83-yard run on the Ravens' first play from scrimmage in their wild-card round victory here three years ago, ran left untouched for the TD.

Awakened by Baltimore's march, the Patriots staged a long one of their own, 79 yards, aided by a 15-yard personal foul by Ravens linebacker Dannell Ellerbe. Wes Welker picked up 24 yards on a short pass, then got free in the right corner of the end zone after a mix-up in the Ravens' secondary, making it 10-7.

It was 13-7 by halftime as Gostkowski connected from 25 yards, with New England outsmarting Baltimore several times. Danny Woodhead ran for 7 yards on a direct snap on fourth-and-1 in the drive. Defensive end Paul Kruger, who's good at sacks, not much in coverage ? found himself downfield on Aaron Hernandez on what became a 17-yard reception.

But Brady made a mental error himself, not calling timeout quickly enough after a short scramble. So the Patriots didn't get a shot at the end zone and Gostkowski made his second kick.

Shockingly for an offense that scored 557 points this season, that was it for New England.

"We are probably the only team in the AFC that matches up good with the boy, No. 12 over there and his coach," linebacker Terrell Suggs said of Brady and Belichick.

NOTES: Brady now has 5,949 yards passing, the most in NFL history for the postseason. He threw for 320 yards Sunday but was picked off twice in the fourth quarter. ... Ridley sustained a head injury but walked off the field. Patriots CB Aqib Talib hurt his thigh and DT Kyle Love injured his knee. Backup safety Patrick Chung was helped off the field after one play. ... Baltimore beat San Francisco 16-6 in the 2011 season.

Obama Calls First Lady's Bangs 'Most Significant' Event of Inaugural Weekend

President Obama used the first public remarks of his second term to address what he called the "most significant" event of this weekend: his wife's much-talked-about new haircut.

"I love her bangs," Obama told supporters at an inaugural reception at the National Building Museum. "She looks good. She always looks good."

First lady Michelle Obama, wearing a black sequined cocktail dress and showcasing her new hairdo, also heaped compliments on her husband.

"Let me tell you, it has just been a true thrill to watch this handsome, charming individual grow into the man and the president that he is," she said, as she reached out to playfully touch the president's face, sparking laughter from the crowd.

Praising his compassion and courage, the first lady introduced the president as the "love of her life."

Obama, who was sworn in for a second term in a small White House ceremony earlier today, kept his remarks short, noting he has another big speech to deliver Monday.

"There are a limited amount of good lines and you don't want to use them all up tonight," he joked.

Because the Constitutionally mandated date for the inauguration, Jan. 20, fell on a Sunday this year, the traditional, public ceremony was delayed until Monday.

Saving the best for his official inaugural address, the president instead dedicated the bulk of his remarks to thanking supporters for their hard work and dedication to getting him re-elected.

"You understood this was not just about a candidate; it was not just about Joe Biden or Barack Obama. This was about us, who we are as a nation, what values we cherish, how hard we're willing to fight to make sure that those values live not just for today but for future generations," he said.

"All of you here understood and were committed to the basic notion that when we put our shoulders to the wheel of history, it moves? It moves forward. And that's part of what we celebrate when we come together for inauguration," he said.

ATLANTA (AP) ? The loss stuck with them for a year, pushing the San Francisco 49ers in everything they did.

They didn't want to feel that way again.

Not to worry.

The 49ers are headed to the Super Bowl.

Bouncing back from a bitter loss in the 2012 NFC championship game, San Francisco cleared the hurdle it couldn't quite get over the previous season. And, boy, did the 49ers earn it, rallying from an early 17-0 deficit to beat the Atlanta Falcons 28-24 on Sunday.

"We worked so hard," said Frank Gore, who ran for a pair of touchdowns, including the go-ahead score with 8:23 remaining. "We knew that we got here last year and it didn't happen. But we got back and we said to ourselves, as a team, that this time we've got to walk through the door. You really don't get opportunities like this."

The 49ers used to get them all the time, winning five Super Bowl titles in the 1980s and '90s. Now, with a clutch quarterback (Colin Kaepernick), a budding genius of a coach (Jim Harbaugh) and a big-play defense, they're ready to start a new dynasty.

They were one win away from playing for it all last season, until a fumbled return in the NFC championship game led to the winning field goal in overtime for the eventual Super Bowl champion New York Giants.

When the Falcons raced to their big lead by the first play of the second quarter, San Francisco (13-4-1) appeared headed for more disappointment.

But no one lost faith, and the 49ers pulled off the biggest comeback victory ever in an NFC championship game, according to STATS.

The previous record was 13 points ? Atlanta's victory over Minnesota in the 1999 title game, which sent the Falcons to what remains the only Super Bowl appearance in franchise history. The AFC championship game record is 18 points, when Indianapolis rallied past New England in 2007.

"I don't really think it's destiny or anything like that written on the walls," 49ers defensive tackle Justin Smith said. "It's the team that works the hardest, prepares the hardest, and has the best players and coaching staff. You pour all that in together and it comes out pretty good at the end."

The 49ers advanced to face Baltimore at New Orleans in two weeks, looking to join Pittsburgh as the only franchises with six Super Bowl titles. It'll be a brother-vs.-brother matchup, too; John Harbaugh coaches the Ravens.

But Jim Harbaugh wasn't concerned about a family reunion.

He was hoppin' mad when a disputed call went against the 49ers on Atlanta's potential winning drive in the closing minutes. Harbaugh leaped in the air, screamed at the officials and had to be restrained by his staff from charging the field.

But the 49ers stopped Atlanta on a fourth-down play at their own 10, as linebacker NaVorro Bowman reached in to swat the ball away from Roddy White on a pass across the middle with 1:09 remaining.

San Francisco ran off all but the final 6 seconds, not nearly enough time for Matt Ryan to pull out another improbable comeback.

The previous week, Atlanta (14-4) squandered a 20-point lead in the fourth quarter against the Seattle Seahawks, nearly becoming the first team to lose with such a daunting advantage in the final period of a playoff game. But Ryan completed two long passes in the final 30 seconds, and Matt Bryant kicked a 49-yard field goal for a 30-28 victory.

After Gore's second TD gave San Francisco its first lead of the day, the Falcons took the ensuing kickoff and used up nearly all the clock while going 70 yards. They might have reclaimed the lead if Harry Douglas had been able to stay on his feet while hauling in a 22-yard pass.

The defender slipped, leaving Douglas all alone down the sideline. But he tripped, too, doing well to make the catch without the ball hitting the turf. Harbaugh thought it did, challenging the call, but the referee ruled it a catch after looking at the replay.

That's when Harbaugh nearly lost it.

It all worked out, though.

"We rose up there at the end," Harbaugh said. "It was a great finish for our defense, an exclamation point on the game."

The Falcons ran up and down the field in the first two quarters, piling up 17 first downs and 297 yards for a 24-14 lead. Ryan played a nearly perfect half, completing 18 of 24 passes for 271 yards and three touchdowns, two of them to Julio Jones. When Tony Gonzalez hauled in a 10-yard touchdown pass with 25 seconds remaining, restoring a double-digit lead, it looked as though Atlanta had weathered the 49ers' comeback.

Actually, the Falcons were done, at least on the scoreboard.

They were held scoreless over the final two periods by the 49ers, who seized on two key mistakes by Ryan. First, after guiding the Falcons into San Francisco territory, he was picked off by Chris Culliver. Then, with Atlanta well within field-goal range at the 49ers 28, Ryan took his eye off a shotgun snap for a split-second and the ball bounced off his hands. Aldon Smith recovered for San Francisco.

"Against a good football team like that, you can't have those kinds of mistakes," Ryan said. "We moved the ball really effectively all day. We just had two chances where we were in positive territory and didn't walk away with points."

The 49ers are headed to the Super Bowl for the first time since 1995, when they won the last of their championships.

"We've come full circle," said Denise DeBartolo York, part of the family that has owned the 49ers since their championship days, "and the dynasty will prevail."

The city by the bay is rapidly becoming the new Titletown USA. The 49ers will try follow the lead of the baseball Giants, who gave San Francisco a World Series championship in October.

Kaepernick didn't get a chance to show off his touchdown celebration for the 49ers ? flexing his right arm and kissing his bicep, a move that quickly became a social media sensation known as Kaepernicking.

But the second-year quarterback who runs like a track star shredded the Falcons through the air by completing 16 of 21 for 233 yards, including a 4-yard touchdown to Vernon Davis. Plus, he caused so much concern about his running ability out of the spread option that Gore and LaMichael James found plenty of huge holes.

Ryan had the best playoff game of his career, completing 30 of 42 for 396 yards. His favorite target was Jones, who hauled in scoring passes of 46 and 20 yards on the way to finishing with 11 catches for 182 yards.

But it wasn't enough to extend the career of Gonzalez, the Hall of Famer-to-be who has said all along this would likely be his final season.

He sure sounded like it was over.

"I've had such a great life," he said. "I wish it would've culminated with the Super Bowl, but it didn't."

Gore scored on runs of 5 and 9 yards, finishing with 90 yards on 21 carries. James picked up the first TD for the 49ers on a 15-yard run. Davis had five catches for 106 yards, and the 49ers overcame a fumble by Michael Crabtree just short of the goal line early in the fourth quarter, giving the Falcons a glimmer of hope.

"I take my hat off to Atlanta. They played hard. They've got a great team," Gore said. "But we fought, man. We fought and we deserved it."

And no one was thinking about last season anymore.

Notes: The Falcons rushed for only 81 yards and lost Michael Turner in the second half to an ankle injury. He gained 30 yards on eight carries. ... San Francisco K David Akers had another miss in a dismal season, clanking a 38-yard attempt off the left upright in the third quarter. ... Jones set a franchise record for receiving yards in a playoff game, topping Alfred Jenkins' mark of 155 in a 1981 loss to Dallas.

Must we provide benefits during leave? - Business Management Daily

Q. Are we required to continue to offer our employees benefits while they are out on leave?

A. The California Family Rights Act (CFRA) provides leave rights for the:

  • Birth of a child or placement of a child in the employee?s family for adoption or foster care
  • Serious health condition of the employee?s child, parent or spouse
  • Employee?s own serious health condition.

Employers do not have to pay employees during CFRA leave, except when an employee uses accrued vacation time or other accumulated paid leave other than accrued sick leave.

But, if the leave is for the employee?s own serious health condition, the employee may elect to (or the employer may require the employee to) use accrued vacation time or other accumulated paid leave, including any accrued sick leave.

During CFRA leave, the employee is entitled to accrual of seniority and to participate in employee benefit plans, including life, short-term or long-term disability or accident insurance, pension and retirement plans and supplemental unemployment benefit plans to the same extent and under the same conditions as would apply to any other leave.

Plus, employers that provide health insurance under a group plan must continue to provide coverage during CFRA leave. The obligation begins when the leave begins and continues for the duration of the leave, up to a maximum of 12 work weeks in a 12-month period. Employees may be required to continue paying their share of the premium contribution.

In addition, two bills (S.B. 299 and A.B. 592) amending the California Fair Employment and Housing Act?s pregnancy disability provisions went into effect Jan. 1, 2012. They require employers to provide pregnant employees the same level of insurance benefits during pregnancy-related leave as they were provided prior to taking the leave. Previously, employers had to maintain health benefits for employees on a pregnancy-disability leave to the same extent that was available to employees out on other medical or disability-related leaves.

As a result of the change, employees who begin a pregnancy disability leave but are not eligible for leave under the federal FMLA or the CFRA until after they go on leave, may be eligible to receive continued health benefits coverage for a maximum of seven months (including four months under the new law and up to 12 weeks under the CFRA and federal law).

Pap Smear Detects Ovarian, Uterine Cancer | WJTV

A pap smear can be used to detect ovarian and uterine cancers, in addition to cervical cancer, according to a study published in Science Translational Medicine.

Scientists at Johns Hopkins used a cervical fluid, which is collected during a Pap smear, to do a genome sequencing called the PapGene.

More studies are needed.

Ovarian cancer is the deadliest form of cancer in women, partly because it's difficult to detect.

My realtor caused me damages, do I have any recourse ... - Zillow ...

Couple of thoughts (many echoing those of others, but from a consumer vice REA - for whatever that may be worth)...

#1 - You are assuming that you've been damaged. That assumes that the seller would have accepted $194K had they not seen the $200K pre-approval. That'd be very hard to prove.

#2 - I somewhat understand the seller's position. They started a $200K, you at $190K. $195K is midpoint, but you've dug your heels in at $194. This is pretty much the exact same scenario I described in a prior post - the one where I told my REA that I had made a reasonable accomodation and if they were going to hold things up over $1K, that they could take their money and go find someone more desperate than I to sell.

#3 - Since your REA is not responding, why are you "stuck" at $194K? Realistically, what's $1K on a $194K transaction, especially since it's going to be financed? You're talking about killing a $194K transaction over a?0.5% difference, $4 a month - and the seller has already met you halfway. Again, why "stuck" at $194K?

Yes, the REA was a bonehead for submitting the $200K pre-approval, irrespective of how others may try to spin it. But, are you really going to dump a house you apparently like over a $1K my-way-or-the-highway negotiation?
