Merkel's rival Steinbrueck says euro zone austerity too severe

BERLIN (Reuters) - Former German Finance Minister Peer Steinbrueck, who is running against Chancellor Angela Merkel in next year's election, said austerity measures being imposed on struggling euro zone countries were too severe.

In an interview with the Frankfurter Allgemeine Sonntagszeitung (FAS), Steinbrueck said austerity measures were pushing some countries to do too much too soon. He said there would be massive protests in Germany if such a heavy dose of austerity were to be imposed so quickly.

"The savings measures are too severe, they're leading to depression," said Steinbrueck, 65, a Social Democrat (SPD) who was finance minister from 2005 to 2009 in Merkel's right-centre grand coalition government.

"Some societies are being forced to their knees. Budget consolidation is in some ways like medicine. The right amount can save lives while too much can be lethal."

Steinbrueck noted that some countries were being forced to make spending cuts that amounted to five percent of their gross domestic product (GDP).

"In Germany that would amount to 150 billion euros (of spending to be cut)," Steinbrueck said. "You can imagine what the protests would be like on German streets with that."

Steinbrueck said he and the centre-left SPD were clearly in favor of efforts to stabilize the euro zone - due partly to German national interests and also due to Germany's responsibility to the European Union.

"My advice to the SPD is that we shouldn't treat the European issue in the election campaign as a minor topic or without being courageous," Steinbrueck said, referring to fears in the SPD that talking about the euro zone rescue efforts would benefit Merkel more than the SPD.

"Europe has to be stabilized out of our national interests and out of our responsibility to Europe."

Wall Street Week Ahead: Cliff may be a fear, but debt ceiling much scarier

U.S. President Obama opens his notes before remarks to reporters in Washington

U.S. President Obama opens his notes before remarks to reporters in Washington

By Ryan Vlastelica, Edward Krudy and Doris Frankel

(Reuters) - Investors fearing a stock market plunge - if the United States tumbles off the "fiscal cliff" next week - may want to relax.

But they should be scared if a few weeks later, Washington fails to reach a deal to increase the nation's debt ceiling because that raises the threat of a default, another credit downgrade and a panic in the financial markets.

Market strategists say that while falling off the cliff for any lengthy period - which would lead to automatic tax hikes and stiff cuts in government spending - would badly hurt both consumer and business confidence, it would take some time for the U.S. economy to slide into recession. In the meantime, there would be plenty of chances for lawmakers to make amends by reversing some of the effects.

That has been reflected in a U.S. stock market that has still not shown signs of melting down. Instead, it has drifted lower and become more volatile.

In some ways, that has let Washington off the hook. In the past, a plunge in stock prices forced the hand of Congress, such as in the middle of the financial crisis in 2008.

"If this thing continues for a bit longer and the result is you get a U.S. debt downgrade ... the risk is not that you lose two-and-a-half percent, the risk is that you lose ten and a half," said Jonathan Golub, chief U.S. equity strategist at UBS Equity Research, in New York.

U.S. Treasury Secretary Tim Geithner said this week that the United States will technically reach its debt limit at the end of the year.

INVESTORS WARY OF JANUARY

The White House has said it will not negotiate the debt ceiling as in 2011, when the fight over what was once a procedural matter preceded the first-ever downgrade of the U.S. credit rating. But it may be forced into such a battle again. A repeat of that war is most worrisome for markets.

Markets posted several days of sharp losses in the period surrounding the debt ceiling fight in 2011. Even after a bill to increase the ceiling passed, stocks plunged in what was seen as a vote of "no confidence" in Washington's ability to function, considering how close lawmakers came to a default.

Credit ratings agency Standard & Poor's lowered the U.S. sovereign rating to double-A-plus, citing Washington's legislative problems as one reason for the downgrade from triple-A status. The benchmark S&P 500 dropped 16 percent in a four-week period ending August 21, 2011.

"I think there will be a tremendous fight between Democrats and Republicans about the debt ceiling," said Jon Najarian, a co-founder of online brokerage TradeMonster.com, in Chicago.

"I think that is the biggest risk to the downside in January for the market and the U.S. economy."

There are some signs in the options market that investors are starting to eye the January period with more wariness. The CBOE Volatility Index, or the VIX, the market's preferred indicator of anxiety, has remained at relatively low levels throughout this process, though on Thursday it edged above 20 for the first time since July.

More notable is the action in VIX futures markets, which shows a sharper increase in expected volatility in January than in later-dated contracts. January VIX futures are up nearly 23 percent in the last seven trading days, compared with a 13 percent increase in March futures and an 8 percent increase in May futures. That's a sign of increasing near-term worry among market participants.

The CBOE Volatility Index closed on Friday at 22.72, gaining nearly 17 percent to end at its highest level since June as details emerged of a meeting on Friday afternoon of President Barack Obama with Senate and House leaders from both parties where the president offered proposals similar to those already rejected by Republicans. Stocks slid in late trading and equity futures continued that slide after cash markets closed.

"I was stunned Obama didn't have another plan, and that's absolutely why we sold off," said Mike Shea, a managing partner and trader at Direct Access Partners LLC, in New York.

Obama offered hope for a last-minute agreement to avoid the fiscal cliff after a meeting with congressional leaders, although he scolded Congress for leaving the problem unresolved until the 11th hour.

"The hour for immediate action is here," he told reporters at a White House briefing. "I'm modestly optimistic that an agreement can be achieved."

The U.S. House of Representatives is set to convene on Sunday and continue working through the New Year's Day holiday. Obama has proposed maintaining current tax rates for all but the highest earners.

Consumers don't appear at all traumatized by the fiscal cliff talks, as yet. Helping to bolster consumer confidence has been a continued recovery in the housing market and growth in the labor market, albeit slow.

The latest take on employment will be out next Friday, when the U.S. Labor Department's non-farm payrolls report is expected to show jobs growth of 145,000 for December, in line with recent growth.

Consumers will see their paychecks affected if lawmakers cannot broker a deal and tax rates rise, but the effect on spending is likely to be gradual.

PLAYING DEFENSE

Options strategists have noted an increase in positions to guard against weakness in defense stocks such as General Dynamics because those stocks would be affected by spending cuts set for that sector. Notably, though, the PHLX Defense Index is less than 1 percent away from an all-time high reached on December 20.

This underscores the view taken by most investors and strategists: One way or another, Washington will come to an agreement to offset some effects of the cliff. The result will not be entirely satisfying, but it will be enough to satisfy investors.

"Expectations are pretty low at this point, and yet the equity market hasn't reacted," said Carmine Grigoli, chief U.S. investment strategist at Mizuho Securities USA, in New York. "You're not going to see the markets react to anything with more than a 5 (percent) to 7 percent correction."

Save for a brief 3.6 percent drop in equity futures late on Thursday evening last week after House Speaker John Boehner had to cancel a scheduled vote on a tax-hike bill due to lack of Republican support, markets have not shown the same kind of volatility as in 2008 or 2011.

A gradual decline remains possible, Golub said, if business and consumer confidence continues to take a hit on the back of fiscal cliff worries. The Conference Board's measure of consumer confidence fell sharply in December, a drop blamed in part on the fiscal issues.

"If Congress came out and said that everything is off the table, yeah, that would be a short-term shock to the market, but that's not likely," said Richard Weiss, a Mountain View, California-based senior money manager at American Century Investments.

"Things will be resolved, just maybe not on a good time table. All else being equal, we see any further decline as a buying opportunity."

US shuts embassy in Central African Republic

WASHINGTON (AP) -- The State Department has closed its embassy in the Central African Republic and ordered the ambassador and his diplomatic team to leave the country as rebels there continue to advance and violence escalates, U.S. officials said Thursday.

A Pentagon spokesman, Lt. Col. Todd Breasseale, said that at the State Department's request, Defense Secretary Leon Panetta had directed U.S. Africa Command to evacuate U.S. citizens and designated foreign nationals from the U.S. Embassy in Bangui "to safe havens in the region."

State Department spokesman Patrick Ventrell said the U.S. Embassy had temporarily suspended operations, but not diplomatic relations with the country.

"This decision is solely due to concerns about the security of our personnel and has no relation to our continuing and long-standing diplomatic relations" with the Central African Republic, Ventrell said in a statement.

Shortly after announcing the evacuation Thursday, the State Department warned U.S. citizens against travel to the Central African Republic, saying it could not "provide protection or routine consular services to U.S. citizens" and urging Americans who have decided to stay to "review their personal security situation and seriously consider departing" on commercial flights. Four days earlier, the State Department had issued a warning recommending against travel to the country and authorizing its non-emergency personnel in Bangui to leave.

U.S. officials said about 40 people were evacuated on an U.S. Air Force plane bound for Kenya. The officials spoke on condition of anonymity because they weren't authorized to discuss the details of the operation.

The departure of Ambassador Laurence Wohlers and his staff comes as the president of the Central African Republic on Thursday urgently called on France and other foreign powers to help his government fend off rebels who are quickly seizing territory and approaching this capital city, but French officials declined to offer any military assistance.

Rebels have seized at least 10 towns across the sparsely populated north, and residents in the capital of 600,000 people fear insurgents could attack at any time.

The developments suggest the Central African Republic could be on the brink of another violent change in government, something not new to the impoverished country. The current president, Francois Bozize, himself came to power nearly a decade ago in the wake of a rebellion.

Speaking to crowds in Bangui, Bozize pleaded with foreign powers to do what they could. He pointed in particular to France, Central African Republic's former colonial ruler.

About 200 French soldiers are already in the country, providing technical support and helping to train the local army, according to the French defense ministry.

French President Francois Hollande said Thursday that France wants to protect its interests in Central African Republic and not Bozize's government. Paris is encouraging peace talks between the government and the rebels.

President Barack Obama late last year sent about 100 U.S. special operations forces to the region ? including Central African Republic ? to assist in the hunt for Joseph Kony, the fugitive rebel leader of the notorious Lord's Resistance Army. Forces have been hunting the elusive warlord in Central African Republic, South Sudan and Congo.

Evidence contradicts idea that starvation caused saber-tooth cat extinction

Dec. 26, 2012 ? In the period just before they went extinct, the American lions and saber-toothed cats that roamed North America in the late Pleistocene were living well off the fat of the land.

That is the conclusion of the latest study of the microscopic wear patterns on the teeth of these great cats recovered from the La Brea tar pits in southern California. Contrary to previous studies, the analysis did not find any indications that the giant carnivores were having increased trouble finding prey in the period before they went extinct 12,000 years ago.

The results, published on Dec. 26 in the scientific journal PLOS ONE, contradicts previous dental studies and presents a problem for the most popular explanations for the Megafaunal (or Quaternary) extinction when the great cats, mammoths and a number of the largest mammals that existed around the world disappeared.

"The popular theory for the Megafaunal extinction is that either the changing climate at the end of the last Ice Age or human activity -- or some combination of the two -- killed off most of the large mammals," said Larisa DeSantis, assistant professor of earth and environmental sciences at Vanderbilt, who headed the study. "In the case of the great cats, we expect that it would have been increasingly difficult for them to find prey, especially if had to compete with humans. We know that when food becomes scarce, carnivores like the great cats tend to consume more of the carcasses they kill. If they spent more time chomping on bones, it should cause detectable changes in the wear patterns on their teeth."

In 1993, Blaire Van Valkenburgh at UCLA published a paper on tooth breakage in large carnivores in the late Pleistocene. Analyzing teeth of American lions, saber-tooth cats, dire wolves and coyotes from La Brea, she found that they had approximately three times the number of broken teeth of contemporary predators and concluded, ." ..these findings suggest that these species utilized carcasses more fully and likely competed more intensely for food than present-day large carnivores."

The latest study uses a new technique, called dental microwear texture analysis (DMTA), developed by co-author Peter Ungar at the University of Arkansas. It uses a confocal microscope to produce a three-dimensional image of the surface of a tooth. The image is then analyzed for microscopic wear patterns. Chowing down on red meat produces small parallel scratches. Chomping on bones adds larger, deeper pits. Previous methods of dental wear analysis relied on researchers to identify and count these different types of features. DMTA relies on automated software and is considered more accurate because it reduces the possibility of observer bias.

DeSantis and Ungar, with the assistance of Blaine Schubert from East Tennessee State University and Jessica Scott from the University of Arkansas, applied DMTA to the fossil teeth of 15 American lions (Panthera atrox) and 15 saber-tooth cats (Smilodon fatalis) recovered from the La Brea tar pits in Los Angeles.

Their analysis revealed that the wear pattern on the teeth of the American lion most closely resembled those of the present-day cheetah, which actively avoids bones when it feeds. Similarly, the saber-tooth cat's wear pattern most closely resembled those of the present-day African lion, which indulges in some bone crushing when it eats. (This differs from a previous microwear study using a different technique that concluded saber-tooth cats avoided bone to a far greater extent.)

The researchers examined how these patterns changed over time by selecting specimens from tar pits of different ages, ranging from about 35,000 to 11,500 years ago. They did not find any evidence that the two carnivores increased their "utilization" of carcasses throughout this period. If anything, their analysis suggests that the proportion of the carcasses that both kinds of cats consumed actually declined toward the end.

The researchers acknowledge the high rate of tooth breakage reported in the previous study, but they argue that it is more likely the result of increased breakage when taking down prey instead of when feeding.

"Teeth can break from the stress of chewing bone but they can also break when the carnivores take down prey," DeSantis pointed out. Species like hyenas that regularly chew and crack bones of their kills are as likely to break the rear teeth they use for chewing as their front canines. Species like the cheetah, however, which avoid bones during feeding are twice as likely to break canines than rear teeth. This suggests that they are more likely to break canines when pulling down prey.

The researchers report that previous examinations of the jaws of the American lions and saber-tooth cats from this period found that they have more than three times as many broken canines and interpret this as additional evidence that supports their conclusion that most of the excess tooth breakage occurred during capture instead of feeding.

In addition, the researchers argue that the large size of the extinct carnivores and their prey can help explain the large number of broken teeth. The saber-toothed cats were about the size of today's African lion and the American lion was about 25 percent larger. The animals that they preyed upon likely included mammoths, four-ton giant ground sloths and 3,500-pound bison.

Larger teeth break more easily than smaller teeth. So larger carnivores are likely to break more canine teeth when attempting to take down larger prey, the researchers argue. They cite a study that modeled the strength of canine teeth that found the canines of a predator the size of fox can support more than seven times its weight before breaking while a predator the size of lion can only support about four times its weight and the curved teeth of the saber-toothed cats can only support about twice its weight.

"The net result of our study is to raise questions about the reigning hypothesis that "tough times" during the late Pleistocene contributed to the gradual extinction of large carnivores," DeSantis summarized. "While we can not determine the exact cause of their demise, it is unlikely that the extinction of these cats was a result of gradually declining prey (due either to changing climates or human competition) because their teeth tell us that these cats were not desperately consuming entire carcasses, as we had expected, and instead seemed to be living the 'good life' during the late Pleistocene, at least up until the very end."

Communicate to Retain and Engage Employees | Custom ...

Communication is key to keeping your employees engaged and productive. According to a recent Research Now survey, two of the top three challenges HR faces today are increasing worker productivity and retaining employees (the first being managing health care costs).

?

With the uncertain impact of Health Care Reform, continued slow economic growth, the general decline of employee loyalty and other factors, keeping employees job-focused and energized?rather than looking for greener pastures at another company?is more difficult to do, but critically important for organizations to achieve their goals.

?

Through communication, you can increase employees? sense of well-being and value, while reducing personal concerns about health care costs, ability to retire and financial stability. The high level message to your employees is that your organization is committed to providing a competitive level of financial security through your benefits programs. To support this statement, you need to ensure that employees know what benefits they have, how those benefits work and ways employees can maximize their value.

?

There is plenty of opportunity to enhance benefits communication, according to the Research Now survey. Only 38% of employee respondents believe that HR communicates effectively about benefits, and 45% said that HR does not communicate enough about benefits.

?

Also, keep this figure in mind: 44% of employees surveyed said a well-communicated benefits program would make them less likely to leave their organization.

?

So be sure to consider the cost of recruiting, training and lost productivity when making decisions about your investment in benefit communications.

Best tricks for speeding up your Wi-Fi router | TribLIVE

A sluggish wireless network is frustrating. It?s no fun when an exciting movie suddenly starts buffering or an important Internet video call breaks up.

A few years ago, families didn?t put much demand on routers. All they did was browse the web and read email. The average home had one or two PCs.

Today a family might have several computers, a wireless printer, a game console, a streaming video gadget and a variety of smartphones and tablets. A router can really bog down when everyone wants to surf, download files, play online games and stream music and movies at the same time.

Fortunately, there are a few simple ways to tune up your router and get it running like a sports car again.

Before you dive into that, however, double-check your Internet connection to make sure you?re getting the advertised speed that you are paying for. Even a blazing fast router seems slow with a poor Internet connection. Speedtest.net is a great service that will give your Internet connection a quick speed test.

Once you?re sure the slowdown is the router, take an inventory of all the computers and gadgets that use your home network. If you bought your gadgets within the past few years, they probably support the now-common wireless-N standard. You?ll also see this written as 802.11n. Check your manuals to be sure, or use manualsonline.com to look up manuals if you?ve lost them.

If a gadget uses the older 802.11g or b standard, there isn?t much you can do to speed it up. If your computer is using 802.11g, consider upgrading to 802.11n using an external USB wireless adapter.

Of course, your router needs to support 802.11n as well to see any benefit. If your router is an old 802.11g (or a really old 802.11b) model, it?s time to upgrade.

One of the many perks of new routers is that they can simultaneously operate on two separate bands: the older 2.4GHz band as well as the faster 5GHz band.

The 5GHz band is less prone to interference from other Wi-Fi networks and Bluetooth signals, which makes it more suitable for streaming and gaming. Some of your newer gadgets can probably operate on this band.

If your router already supports 802.11n, you might want to make sure your router?s firmware is up to date. Instructions for checking the firmware will be in your router manual.

Firmware is like your router?s operating system. Most updates fix minor bugs, but sometimes a major update significantly boosts performance or offers features that didn?t exist when the router was first sold.

Next, it?s time to tweak your router?s settings, which is done through an Internet browser.

Open your browser of choice, type in the router?s IP address and hit Enter. Common IP addresses are 192.168.0.1 for D-Link and Netgear routers, 192.168.1.1 for Linksys routers, and 192.168.2.1 for Belkin routers. Refer to the manual for other routers.

You?ll have to enter a password. If you don?t know what this is, check your manual for the default option. Usually, it?s something simple like admin or password. That?s why it is important to change the password to something less well-known.

Check your network settings first to see if you?re running at ?802.11n only.? There?s no reason to operate at the combined ? and slower ? 802.11g/n setting if you don?t have to.

If you change to n-only and one of your gadgets gets kicked off the network, it?s probably not n-compatible. Switch back to the mixed setting or upgrade the gadget.

With a dual-band router, you can effectively split your home wireless network in two. Have family members connect to the 2.4GHz band network for Web browsing and file downloads; reserve the 5GHz band network for gaming, video streaming and Internet voice/video calling.

If you?re feeling adventurous, dive into your router?s advanced QoS (Quality of Service) settings for more adjustments (not every router will have QoS options).

QoS allows you to assign priorities to certain types of traffic so they aren?t interrupted. Some routers prompt you to simply enable various QoS features, and then they automatically assign a higher priority to audio and video streams over other kinds of data.

Other routers will let you assign high priorities to specific applications, such as Skype or World of Warcraft. You can also give high priority to a specific gadget. That?s handy if you use a game console to play online games and also stream HD movies.

It?s a balancing act to get the right combination of high-, medium- and low-priority settings. But with a little trial and error, you should be able to put buffering and lagging woes in the rearview mirror.

Above I told you to change the default password for security. Well, another common security measure people fail to do is to encrypt their wireless signal.

An encrypted connection will keep criminals, snoops and neighbors off your network. In fact, a suddenly slow network could indicate someone outside your home is downloading illegal movies ? or worse ? using your router. Trust me; you don?t want the legal hassle that could cause.

Apple TV Will Work With Bluetooth Keyboards - Business Insider

An upcoming software update for the Apple TV will let you use a Bluetooth keyboard to control the set top box, according to a discovery made by 9to5Mac.

This will be a lot easier than using Apple's remote control to point and click at each letter on the on-screen keyboard when searching for stuff.

There's also potential for other third-party manufacturers to make Bluetooth remotes and keyboards for the Apple TV.

9to5Mac had a video of a Bluetooth keyboard working with the Apple TV up earlier today, but it has since been removed.

The software update is part of the upcoming iOS 6.1 release, which will be available for Apple TV, iPhones, iPads, and the iPod Touch.

Syria's civil war spills into Lebanon, 4 dead

BEIRUT (AP) ? Syria's civil war spilled over into neighboring Lebanon once again on Sunday, with gun battles in the northern city of Tripoli between supporters and opponents of President Bashar Assad's regime that left four dead.

Nine Syrian judges and prosecutors also defected to the opposition. It was the latest setback for the regime, which appears increasingly embattled with rebels making gains in northern Syria and near Damascus, the capital.

The defecting judges posted a joint statement online urging others to join them and break ranks with Assad's regime. There have been several high-level defections over the past year, including Assad's former prime minister.

In Geneva, the United Nation's Special Representative for Syria and the Arab League, Lakdhar Brahimi, met with Russian Deputy Foreign Minister Mikhail Bogdanov and U.S. Deputy Secretary of State William Burns to discuss the crisis in Syria. They said in a joint statement that the situation in Syria was "bad and getting worse," adding that a political process to end the conflict was "still necessary and still possible."

Russia and the United States have argued bitterly over how to address the conflict, which began with peaceful protests against Assad in March 2011 and escalated into a civil war that has killed an estimated 40,000 people. Activists said another 45 were killed on Sunday.

The U.S. has criticized Russia for shielding the Assad regime, while Moscow has accused Washington of encouraging the rebels and being intent on regime change.

In Moscow, Russian Foreign Minister Sergey Lavrov said that Russia agreed to take part in the Geneva talks on condition there would be no demand for Assad to step down. Washington and its allies, including Turkey and Qatar, have repeatedly called on the Syrian president to step down to help stop the bloodshed.

"We are not conducting any negotiations on the fate of Assad," Lavrov said, adding that the Americans were wrong to see Moscow as softening its position on Syria. "All attempts to portray things differently are unscrupulous, even for diplomats of those countries which are known to try to distort the facts in their favor."

Addressing fears that Assad could use chemical weapons in a last-ditch effort to save his regime, Lavrov once again said the Syrian government has given assurances that it has no intention of ever using the weapons of mass destruction. He said the greatest threat is that they would fall into the hands of militants.

Russia's foreign minister said that after he agreed to a U.S. proposal to have his and Secretary of State Hillary Rodham Clinton's deputies "brainstorm" on Syria, the Americans began to suggest that Russia was softening its position.

"No such thing," Lavrov said. "We have not changed our position."

He urged the international community to come together and "with one voice" to demand a cease-fire, return U.N. observers in bigger numbers and begin a political dialogue. Lavrov repeated that Russia was not wedded to Assad but believed that only the Syrians have the right to choose their leaders.

In Washington, a senior State Department official said the U.S. remains willing to hold additional discussions in the weeks ahead, if it would help "advance the process of political transition that the people of Syria seek." The official spoke on condition of anonymity because he was not authorized to discuss Sunday's meeting in Geneva with reporters.

Qatari Prime Minister and Foreign Minister Hamad bin Jassim Al Thani urged Assad to step down. With the rebels at the president's doorstep in Damascus, he said, Assad knows the regime will fall.

"But how much killing and destruction does he want before this inevitable outcome?" Hamad said after an Arab League meeting in the Qatari capital, Doha.

In Lebanon, fighting between pro-and anti-Assad gunmen flared as bodies of three Lebanese, who were killed after crossing into Syria to fight in the civil war were brought back home for burial, the state-run National News Agency said.

Four people were killed and 12 were wounded in the gunfights, the agency said. Two Lebanese soldiers were also injured, the Lebanese Armed Forces command said.

Syria civil war has often spilled into neighboring countries including Turkey, Lebanon and Israel, raising concerns of a wider war in the volatile region.

Lebanon, which Syria dominated for decades, is particularly vulnerable to getting sucked into the crisis. The two countries share a porous border and a complex web of political and sectarian ties.

Syria's opposition is dominated by members of the Sunni Muslim minority. Assad's regime is predominantly Alawite, an offshoot of Shiite Islam.

Tripoli has been the scene of frequent sectarian clashes between the Alawite and Sunni Muslim communities. Last week, the Lebanese army sent additional troops to Tripoli to try to prevent clashes that broke out over reports that 17 Lebanese men were killed after entering Syria to fight alongside the rebels.

In Syria, fighting between opposition fighters and regime troops was concentrated in northern Idlib province, in the Damascus suburbs and in Aleppo, Syria's largest city, according to the Britain-based opposition activist group Syrian Observatory for Human Rights. At least 45 people were killed in fighting Sunday, said the group, which relies on reports from activists on the ground.

Syria's state-run SANA news agency said four people were killed when a rocket slammed into the Armenian quarter of the city of Homs. SANA said "terrorists" were behind the attack that also injured several others. Damascus refers to rebels as terrorists and mercenaries of Western and Gulf countries.

The Observatory also said rebels have made significant advances in the battle over a sprawling military base west of Aleppo after heavy clashes with regime troops Sunday.

Lee Crockett: The Bottom Line: Big Turnout for Little Menhaden

The Atlantic States Marine Fisheries Commission (ASMFC) has seen a lot in its 70-year history but nothing quite like this. More than 128,000 people flooded the commission's inboxes with postcards and emails last month, a new record for public comment. Scientists, small business owners, nature lovers, and anglers sent letters and spoke out at public hearings. And it was all about a fish that almost no one ever eats -- Atlantic menhaden.

I've written about menhaden before; small, bony, and oily, it isn't much of a meal for humans. But it's a favorite food for ocean wildlife including striped bass and bluefish, weakfish and whales, tuna and ospreys. Menhaden form a critical part of the ocean food web and that makes overfishing them a serious threat.

The industrial fishing fleet takes menhaden by the hundreds of millions in what's called a "reduction" fishery: they're "reduced" by grinding and boiling into a variety of products including fertilizer and feed for livestock and aquaculture. It's the East Coast's largest fishery by weight, yet it is largely unregulated. There is still no limit on how many menhaden can be caught at sea. Over the past three decades, the Atlantic menhaden population has plunged 90 percent to historically low levels.

Once you know these facts you can understand the huge show of concern about this little fish and why so many people from so many walks of life wrote to the ASMFC:

  • Ninety four leading scientists wrote because they know how valuable forage fish are to the health of the oceans.

  • Groups of birders and whale watchers wrote because they know menhaden help feed the animals they love.

  • Thousands of recreational anglers and small business owners wrote because of a simple fact: big fish need little ones like menhaden for food.

A recent study of "forage fish" found they are worth twice as much in the water -- where they feed more valuable species -- as they are in the nets of a reduction industry. But even that estimate is low because it did not include the eye-popping economic impact of recreational fishing. On the Atlantic coast alone, recreational anglers add nearly $11 billion a year to the U.S. economy while supporting more than 90,000 jobs. As one group of business owners wrote to the commission, "Simply put, menhaden help support our businesses, and are a major economic driver in our local economies."

The ASMFC meets December 14 in Baltimore to enact a plan that will meet its goal of ending overfishing and managing menhaden "as a critical ecosystem component." Unfortunately, some have presented this as a choice between the environment and jobs. But wise management policies do not pit conservation against commerce; rather, they recognize that a vibrant coastal economy needs a healthy ocean ecosystem. That is why Pew is calling on the commission to cut the menhaden catch in half and enact the first coast-wide limit on the fishery. And we are not alone. Tens of thousands of people agree that keeping more of these little fish in the water brings the biggest benefits to us all. Please join us and let the commissioners know you want them to act.

Bank of England keeps policy steady despite darker UK outlook

LONDON (Reuters) - The Bank of England left monetary policy unchanged on Thursday, voting as expected to stick with last month's decision not to buy more government bonds to bolster Britain's stagnant economy.

The decision comes despite finance minister George Osborne saying on Wednesday that Britain's economy would grow much more slowly than expected over the next three years and that a key debt reduction goal would not be met.

The forecasts also showed Britain's economy was likely to shrink over the last three months of 2012 - a prospect reinforced by weak trade data earlier on Thursday and downbeat purchasing managers' surveys this week.

After a two-day meeting, the BoE's nine-member Monetary Policy Committee said its main interest rate would stay at a record-low 0.5 percent and it would not add to the 375 billion pounds ($603 billion) of bonds it has bought so far.

None of the 66 economists polled by Reuters last week had expected a change in interest rates or in the BoE's quantitative easing bond buying total, and there was no immediate market reaction to the decision.

"October's rise in inflation, the deal to transfer interest receipts ... to the government as well as doubts about the impact of more QE in the current economic environment, makes it reluctant to do more," said Joost Beaumont, an economist at Dutch bank ABN AMRO.

Britain recorded economic growth of 1.0 percent in the third quarter of 2012, marking an end to nine months of recession - its second since the 2008-09 financial crisis.

But most of the rebound was driven by a technical bounce due to the London Olympics and extra public holidays in the preceding quarter.

STICKY INFLATION

Last month's decision not to loosen monetary policy further was driven by an unexpectedly big jump in inflation in October to 2.7 percent, as well as a government decision to take back gilt interest paid to the BoE, which was tantamount to about 35 billion pounds of extra asset purchases.

Consumer price inflation has been above the BoE's 2 percent target since December 2009.

Economists are roughly split on whether the BoE will restart asset purchases in future. However, any restart is not expected before February at the earliest, when the BoE publishes its next quarterly economic update.

"Doubts over the momentum of the recovery suggest there will still be some serious discussions over whether to sanction further asset purchases," said Investec economist Philip Shaw.

"Our own view is that the economy will show some signs of life again over the next couple of months and that inflation will climb above 3 percent early next year, and so we do not expect the MPC to extend QE in 2013. But this could be a close run thing," he added.

BoE Governor Mervyn King and his deputy governor Charlie Bean both left the door open to future asset purchases in statements last week, while one MPC member, Paul Fisher, told a parliament committee that the economy might well need more stimulus early next year.

Analysts were also surprised when Ben Broadbent, whom most place at the more hawkish end of the MPC, said he had mulled further stimulus in November.

In the longer term, the future of the BoE's asset purchases will lie in the hands of King's successor, current Bank of Canada governor Mark Carney, who takes over in London in July.

A further key factor will be the success of the BoE's Funding for Lending Scheme, which started in August and aims to spur lending and lower households' and firms' borrowing costs by offering banks cheap finance if they lend more.

Considerations On Internet marketing and SEO ... - Link Popularity ...

The key function of Search engine marketing/ seo company should be to increase the visibility of your web site in online search engine results pages. The method involves optimisation both on off page and on-page. It also consists of marketing through paid inclusions, placements and contextual marketing. Search engine marketing addresses two parts based on the context, these areas are search engine optimisation i.e. SEO, this enhances rankings within the search engine results via adjusting or rewriting the text within a specific website. Another area which usually Search engine optimization handles is Paid advertising where internet sites acquire targeted traffic making use of paid for online advertising. Search engine marketing will be the quickest method of advertising and has been expanding more rapidly than other traditional methods of advertising and website marketing. Companies are spending billions on this method of advertising, and since internet marketers find it too difficult to learn the search engine marketing complexity, a lot of them are relying on any other companies to do it for them. The whois tools help in revealing the web-sites owners and for that reason furnishing information and issues that relate to brand and copyright. Most internet search engine businesses offer this particular service. The fee that will typically cover a year?s registration for your website serves as both a revenue generator along with a filter for superfluous submissions. The expense also makes sure that the website is catalogued on regular basis. Those people who are against paid for item listings argue that the search results wind up becoming about financial power rather than relevance to user. A number of sites allow paid inclusions only other businesses combine the two paid and world wide web moving results others do not allow paid for inclusion whatsoever.

Medical Fitness Is a Rising Priority for Most Health Systems

Dec 07 2012

NexCore attended the 21st Medical Fitness Association (MFA) annual conference in New Orleans last week. ?We value our membership in the MFA, which is the organization of medical fitness centers that differentiates from health clubs by offering a medically-prescribed and supervised program of preventative fitness.?

At this year?s conference, there was lots of buzz about integration of fitness into the delivery of healthcare, where physicians and outpatient services are co-located in a facility with medical fitness.? Integration can mean many things, but the goal is to have physicians involved in programs such as ?Exercise is Medicine? where they ?prescribe? visits to the fitness center and follow their patients? progress.? Integration can also mean the implementation of medical fitness into the patient-centered medical home model of care, the use of telemedicine, and the shared use of electronic medical records.? To us, integration also means designing facilities that create functional adjacencies between providers and medical fitness?for example, an orthopedic surgeon who performed an ACL repair spontaneously ?sees? the patient while they are in physical therapy and in the gym after therapy.? Or, the flow of patients in and out of medical fitness routes patients near the entries to physicians so their practices receive a marketing benefit from the patient traffic.

Another popular topic at the conference was the movement to population management and how medical fitness will play an important part. Several presenters discussed measuring the value of medical fitness programs by showing readmission rates of members vs. non-members, number of referrals from membership to inpatient and outpatient services, and employee health outcomes ? hospitals with large numbers of self-insured employees are providing credits on healthcare insurance premiums for employees who use the fitness center and agree to health assessments and biometric screening, which are conducted at the fitness center.?

The bottom line?medical fitness is a rising priority for most health systems, which are looking at facilities that consolidate and reorganize physician care and outpatient services.? We spoke with a few directors of successful integrated medical fitness centers who say they are receiving requests from other health systems for site tours, and some are conducting as many as 2 to 4 tours per week. Healthcare reform is undoubtedly moving forward, and we?re excited about being involved in the business of creating facilities that help improve community health.

TED called last night?when social media collides

TED TED called last night...when social media collides

TED Called Last Night?.. when social media collides

It was a normal day in the office for a Friday. Payroll, doing ACHs, reviewing marketing sheets, in house meetings with staff and teams, reviewing data from social media, email, blog, Facebook Ads, PPC and more.

Holly, my Social Media Manager & PR Rockstar, and I were having a great day making some plans for upcoming growth to our Facebook Community that is now more than 56,000+ strong! We reviewed together our community as well on Twitter, that was at 65,000.? There was a lot of excitement in the air as we came up with some ideas on how we could serve people in a better way, help them make more money, get more clients and live their dream life.

Then Holly saw it? "Sandi, ummmmm, there's a guy on your Facebook page that says you are boring him so much, his pants fell down. Seriously, that is what he said. You need to look at this."

My first thought was, "Who is this pervert? His pants fell down? What on earth? So just unlike my page you goof?. " but to make sure there wasn't something bigger going on that Holly couldn't see, I pulled up my Facebook Page really quickly.

That's when it got REALLY interesting?

Sure enough, someone said he was not sure how I got on his page and that I was boring him SOOOO MUCH his pants fell off! And there was a man below that commenting back to him saying, "Wow that's really boring, they just fell right off did they?" My first thoughts were, "ONLY on social media!"

And then I saw something Holly had missed. TED was writing to me on my Facebook Page right above the man with his pants around his ankles!

TED creates ideas worth spreading? they have thousands of videos on their website from forward thinkers, futurists and the people most of society would throw in a box, put a stamp on it that says, "Not normal" and tape it shut! Forever?

But out of the box these amazing futurists, genius minds are!

And right there, above the comment from the guy who said I bored him so much his pants fell off,? was an organizer from TED asking me to be a featured presenter at an upcoming event!

What a day that was!

I laughed so hard and even cried at the irony of this entire thing coming together? you just can't make this stuff up!

So?.. here are the details!

January 20, 2013 I will be in Providence, Rhode Island speaking for TED!!! WOOHOOO!!

I would love to see YOU there.? If you are in the area, it would be such an honor to see you, meet you, have pictures taken with you!

Details will be coming soon?

Calling all futurists, forward thinkers who have been breaking out of boxes all of their life!? I love you guys!
